Observed the door leading from the hotel to the pool would not close. After multiple attempts to close the door, the inspector observed there was tape wrapped around the handle of the door to hold the door open. COS: PIC removed the tape and closed the door. Observed gate was not self-closing and self latching. As the inspector opened and released the gate at different angles the gate would not close completely and latch.
