TCS foods, if thawed submerged, shall be thawed "submerged under RUNNING water at a water temperature of 70 degrees fahrenheit or below", and for a period of time that does not allow thawed portions of a raw animal food requiring cooking to be above 41 degrees fahrenheit. Chicken was still frozen (had only been in water a few minutes), so the chicken was moved to the walk-in cooler to complete thawing. Recommended to CFSM that chicken be moved to walk-in cooler to thaw the night before use.
