Observed chicken wings that were partially cooked at 60 degrees sitting on a shelf next to fryer unit with no written SOP of time control for a TCS food. The wings were already out of cold hold temp for one hour. Was informed by the CFSM that they were supposed to be stored in the prep top cooler until being completely cooked to order. CA: Either keep partially cooked chicken at cold hold temperature or provide a written SOP to use time as a TCS food control. COS: CFSM informed inspector that the chicken wings would be discarded after two more hours.
