Observed a large container of cooked rice sitting on a counter at room temperature, covered, and at 110F (after being stirred by the PIC). PIC advised that the rice was cooked about 30 minutes prior. Advised that once TCS food reaches 135F, it must be cooled using effective, approved methods. COS: PIC placed on an ice bath, but the ice bath was only touching the bottom of the container. Advised to be effective, the ice bath needs to completely surround the container of food. PIC then moved the rice to the walk-in-cooler (while also on ice) and left the container partially uncovered, for air flow. Observed temperature of rice at 65F after about 25 minutes (and after cooling methods were corrected).
