Observed unshifted batter containing pieces of chicken setting out at room temperature. Chicken pieces were at 58oF. PIC stated that Zaxby's policy was to leave it out at room temperature and shift it throughout 4 hour periods of time, then place shifted batter in new container. Corrective Action: Discussed with manager that they have 3 options: 1-Keep batter refrigerated when not actively battering product. 2- Use Time as a Public Health Control. The batter would have to be discarded completely after 4 hours; the container must be date and time stamped to show when it came out of temperature control and when it is to be discarded OR 3-shift the flour after EVERY piece is battered. Batter was discarded.
