High Priority - Time/temperature control for safety food cold held at greater than 41 degrees Fahrenheit. On the cook line, observed raw beef (46F - Cold Holding). Operates stated foods were placed on cook line when establishment opened. Operator had raw beef containers on ice but filled above the fill line. Operator added more ice and removed raw beef to shallow containers. Corrective Action Taken
